About Proactive Prevention Strategies, LLC

Proactive Prevention Strategies, LLC helps law enforcement agencies and community leaders move beyond reactive policing by turning proven research into practical, workable crime prevention strategies.

Our work is grounded in evidence-based and problem-oriented policing frameworks—but it is shaped by real-world experience. We understand that effective crime prevention does not happen in theory alone. It happens on the street, under real operational constraints, with limited resources, competing priorities, and the daily realities faced by officers and first-line supervisors.

That perspective matters.

Proactive Prevention Strategies was founded by a practitioner who has worked at every level of policing—from boots-on-the-ground enforcement to supervision and program management—while also possessing the academic training necessary to understand what the research says, why it matters, and how it can be applied responsibly. This dual perspective allows us to serve as a bridge between research, leadership, and frontline implementation.

We work with:

With over two decades of experience in law enforcement, our mission is to expand our reach and offer educational resources and implementation assistance on these critical topics.

What Do We Do?

At Proactive Prevention Strategies, LLC, we prioritize a clear focus on addressing crime beyond traditional methods. We recognize the limitations of relying solely on law enforcement and the legal system. Our approach involves education and conducting detailed assessments and analyses to develop personalized proactive strategies that target the root causes of issues. 

Our objective extends beyond addressing immediate concerns; we are dedicated to helping prevent future occurrences through tailored strategies and continuous monitoring. By implementing evidence-based policing techniques, we not only address current challenges but also work towards deterring and preventing future incidents. We want to ensure that law enforcement can have meaningful and sustainable effects on the reduction of violence and crime, and improvement of quality of life within their respective jurisdictions. 

The global success of proactive, data-driven crime prevention strategies is well-documented. Despite this, many law enforcement practices do not fully embrace these effective approaches. At PPS, our mission is to bridge this gap by offering practical training to law enforcement professionals. We empower officers and agencies to adopt evidence-based policing methods tailored to their specific jurisdictional needs.

Understanding what evidence-based policing is, and the value that it brings to communities and crime prevention is important. It is our goal to help law enforcement professionals learn, understand and use evidence-based policing strategies. Evidence-based policing (EBP) involves strategies that law enforcement can use to improve public safety, using the best available evidence to inform policing practices, policies, and decisions. EBP can help balance public safety, community needs, and taxpayer expectations. 

How Do We Do It?

Being PROACTIVE is KEY! We concentrate on proactive problem solving, using proven evidence-based strategies. 

First - Data-analysis: We help law enforcement understand the importance of using data to make informed decisions, and how to do so. Identifying and analyzing helps identify problems, 'where', 'when', and even 'why', which helps determine proper resource allocation and deployment needs. Not only understanding the problems, but also underlying causes, can be instrumental in strategic responses.  

Next - Strategic response: We help law enforcement identify and deploy appropriate resources to the identified problems, offenders, crimes and/or locations. We can do this by providing educational instruction on evidence-based policing strategies, including (but not limited to) the concepts of the Sara Model, the PANDA Model, the Crime Triangle, Crime Prevention Through Environmental Design (CPTED), focused deterrence, Hot Spot policing, etc. 

While there are many strategies and concepts that can be used, and we believe it is important to understand that there is not a ‘one size fits all’ strategy. That is why, here at Proactive Prevention Strategies (PPS), we help provide training, understanding, and knowledge of various strategies, and even assist with implementation with what works best for your agency, jurisdiction, and community.

We also provide insight into the value of proactive collaboration with various stakeholders, who can play very important roles in crime deterrence and prevention. This can include local leaders, community members, other departments, educational institutions, etc. Having the knowledge and understanding of what these stakeholders can bring to the table is important to ensuring the continued long-term success of evidence-based strategies.

Hello! My name is Mike Burgess. Thank you for choosing to follow my new consulting venture.

Here is a little about me and my professional background:
I’m an experienced law enforcement professional with 24 years of experience in law enforcement, criminal investigations, supervision, evidence-based policing, and community-centered crime reduction strategies.
I hold a master’s degree in Law Enforcement Intelligence Analysis and a bachelor's degree in Public Affairs: Homeland Security. 
I have successfully led high-impact initiatives, including the Rural Violent Crime Reduction Initiative (RVCRI), achieving significant reductions in violent crimes and mental health incidents through data-driven, problem-oriented approaches.
I am educated, trained and skilled in implementing numerous proactive crime prevention strategies, with a proven track record in leading investigative teams, managing complex cases, and fostering community partnerships.
Some of my professional expertise includes criminal investigations, background investigations, social media management, public information officer, large event management, and law enforcement training.

I whole heartedly believe that law enforcement is at a crossroads and needs to adapt their mindset to proactively deterring and preventing crime, as opposed to trying to arrest our way out of crime problems. I intend to use PPS to apply my knowledge and skills to help and collaborate with law enforcement agencies, officers, academia, researchers, and communities enhance public safety through proven evidence-based, data-driven approaches.
